Parents Hear Intervene School Changes

JACKSONVILLE, Fla. -- Public meetings informing parents of changes coming to four "intervene" schools, as well as options to move their students to other, higher-performing schools are being held this week

Meetings were held Monday at Raines and Ribault high schools. Parents of North Shore K-8 (which is becoming a K-5 this year) are invited to the school Wednesday at 5:30 p.m. and there'll be a meeting for parents at Jackson High School: Wednesday at 7:30 p.m.

The four schools were slated to be turned over to outside management due to years of failing academic standards, but the Florida Board of Education two weeks ago granted Duval County a one-year waiver if they agreed to several criteria, one of which was informing parents of their options before the school year began.

In addition to making available the choice of moving their child out of the intervene school, parents are also being told about new, academically challenging programs that will be available at Jackson, Raines and Ribault.

Among the changes this year are career academies being added within each of the intervene schools: Andrew Jackson: Health Sciences, Leadership, Entrepreneurship Ribault: Early College, Academy of Leadership, Military Sciences Raines: STEM (Science, Technology, Engineering and Math), Information Technology, Performing and Visual Arts North Shore: STEM

"The programs that we're putting into each of the three high schools starting in August are fabulous programs of interest to that particular community," School Board Member Paula Wright said.

Beyond new program designed to keep or attract students to the schools, some just stay out of sense of loyalty.

"Once I start in a school, I want to finish in a school," said Keausha Haynes, a senior at Ribault.

Haynes said things also aren't as bad at the schools as the state's label makes it sound.

"People paint this picture in their head: 'Oh, it’s a bad school.' But it’s not. I’m an A/B student I’ve always been," Haynes said.

Ribault principal James Young said that while some students in the neighborhood wouldn't go anywhere else, about half of those zoned for the school choose to go elsewhere. If those students all attended their home school, Ribault's test scores would be much better.

Jackson Local Schools recently received a grant from Ohio's Race to the Top Initiative. The district will receive $600,000 over three years to develop an International Academy. Jackson's development team will use a model provided by the Asia Society, an organization that partners with schools in effort to create an International Studies School Network. “The outcome of the International Academy will be a complete set of classes that are international based, promoting international learning, and completion of the classes will become a part of the students' portfolios starting with their freshman year. Internships and project-based learning will be two of the driving forces for learning.” In addition to Salom, there are several people on the development team including Steve Hyatt, Mandarin/Chinese teacher, Monica Myers, Principal Parthena Draggett, world language department chair, Steve Marrero, and an advisory committee member. Next year, the development team will recruit teachers, complete staff development, write curriculum and recruit students. The team will also work with the recently developed World Language Department Community Advisory Board (WL CAB). The Board was developed in March 2010 to establish a collaboration between the department and the community for the benefit of students. Members represent a vast array of profession and global experiences which contribute to educational initiatives. “Businesses will want to stay or move into Stark County if they know we have a population with an international background,” Salom said.

More than 63 percent of the 400 employers that responded to a survey felt that learning a foreign language is increasingly important for high school and college graduates, more so than other basic skills.
