Norco: New equestrian arena to sit locked, for now

"Until we can fund it, it won't be open," Norco Parks and Recreation Director Brian Petree said this week. "We built it and no one expected what happened to happen."

What happened was Norco's financial state plummeted over the last several years with the economy. Staff and services were dramatically reduced, reserves teeter around $700,000 and Norco significantly scaled back police and fire services.

It cut senior center and City Hall hours and decided to close a park, among other things, to balance a roughly $3 million shortfall this year.

The city also plans to borrow money from itself to meet payroll in a few months.

That mountain of changes means Norco lacks enough employees and resources to open the arena, run it, rent it and manage it while covering operating expenses.

"If we're going to operate a facility like that, we need the marketing and administrative end, people who are booking the facility, the custodial, all of those things," Petree said.

Additional employees would need to be hired or the city would have to contract out for services.

Over the next six months city officials plan to look at various business models for the equestrian park, consider using a management company to run it, contracting for services or subsidizing it.

"I think that's the perspective that we need to look at this from. I think we have to look at a business model of some sort that will work for us," Petree said.

The objective behind building the second arena was to create a venue for horse-related events in Horsetown USA while bolstering the city's economy. Community groups could use one arena while visitors could rent the second, bringing with them business for local hotels, restaurants and shops that would generate money for the city from tax dollars.

But with a lack of staff and resources to run it, that can't happen.
