'Human trafficking' raid frees 10 minors

TEN girls believed to be victims of human trafficking were rescued from a manpower recruitment quarters in Matina, Davao City on Tuesday.

The rescue operation, conducted at 747 Molave Street in Juna Subdivision in Matina around 11 a.m. Tuesday, came after a resident of Mintal complained to authorities that his niece from Maguindanao was being held there and will only be released if he pays P15,000 for board and lodging.

The man, 48, said he was asked by his cousin from Maguindanao to get his daughter from the M.R. International Manpower Services Inc. quarters in observance of Ramadan.

He went to the quarters last Monday to fetch his 19-year-old niece but was told by the caretaker that he can only do so if he pays P15,000.

The caretaker, only referred to as Miss Line by the 70 women found inside the quarters, already identified herself to the police but the law on trafficking in persons does not allow the disclosure of the identities of both possible victims and suspects "at any stage of the investigation, prosecution and trial of an offense."

"I was left with no choice because her father called me up again and told me that by hook or by crook, he wants [my niece] out of this place. So, I called for the police assistance," the man said in Tagalog.

The police, in turn, called in the City Social Services and Development Office (CSSDO).

The policemen with the social worker found 70 women there, 10 of whom are minors.

Teresita Pioncio of the CSSDO refused to release the names of the women and minors as they still have to verify these and they are still looking into what kind of operation the M.R. International runs.

The caretaker was brought to the Talomo police precinct for questioning.

Spurious identities

The man's niece said their recruiters have not informed them where they will be deployed abroad, but only gave them a list of possibilities: Qatar, Dubai, Saudi Arabia, Oman or Kuwait.

She also admitted that they were asked to change their names and ages in their travel documents. She said the surname in her travel documents is Abdulrahim, which is not her real surname.

Aside from being given little food, she said, their cellphones and passports were taken from them.

Their living quarters lacked ventilation as well.
